Employment Chronology (Federal Government, Senior Executive Service (1983 – 2003))

Army Research Laboratory, Adelphi, MD (Dec. 1998 – March 2003) As Director, Army Research Laboratory was responsible for leadership, management and direction of the Army’s corporate technology base research laboratory. Served as Chief Executive Officer, oversees every aspect of operations with a FY02 budget exceeding $950M and a 2,100 member civilian and military team of scientists, engineers and technical/administrative professionals. During my tenure, the program increased from $560M to 950M. Research missions included weapons and materials, sensors and electron devices, human research and engineering, survivability/lethality, information science/technology, vehicle technology and high performance computing. The Army’s external basic research (Army Research Office) focuses on future technologies necessary for the Army’s transformation. Partnerships included five (5) Collaborative Technology Alliances, three University Affiliated Research Centers, and many other academic centers of excellence. Principle customers are Army Materiel Command (AMC), Research Development and Engineering Center’s (RDEC), Program Managers (PM), TRADOC Schools, Battle Labs and the Office of Director Defense Research and Engineering (DDR&E).

Waterways Experiment Station, Vicksburg, MS (1992 – Dec. 1998) As Director, Waterways Experiment Station primary responsibilities included leadership, management, and direction of an 1,850 member civilian and military team of engineers, scientists and complementary technical and administrative support professionals executing an annual military engineering and civil works R&D program exceeding $300M in the areas of environmental, hydraulic, geotechnical, structural, and coastal engineering and information technology. Operates the DoD High Performance Computing Center, Tri-Service CASS/GIC Technology Center, and the Corp’s Central Processing Center (management information systems). Army military research missions included the Tri-Service lead in Airfields and Pavements, Survivability and Protective Structures, Sustainment Engineering and Installation Restoration.

Served as Technical Director, U.S. Army Corps of Engineers Waterways Experiment Station, Vicksburg, MS (1985 – 1992) and as Technical Director, U.S. Army Corps of Engineers Coastal Engineering Research Center, Ft. Belvoir, VA (1982 – 1983) and Waterways Experiment Station, Vicksburg, MS (May 1983 – June 1985)

  • As Associate Dean, of CSET is responsible for leadership of the new School of Engineering (first graduating class in May 2005) including all aspects of teaching, research and service. The School of Engineering consists of three departments: Civil Engineering, Computer Engineering and Computer Science, and offers BS degrees in Civil Engineering, Computer Engineering, Telecommunications Engineering and Computer Science and MS degrees in Computer Science and Engineering (areas of emphasis are Civil Engineering, Computer Engineering, Electrical Engineering, Environmental Engineering, Geological Engineering and Telecommunications Engineering).The School of Engineering currently has approximately 500 students, 34 full-time faculty, and over $3,000,000 in research grants/contracts. A new modern School of Engineering building is under construction.
