Dr. Marvel A. Turner

Dr. Marvel A. Turner Sr., CPA, is interim vice president and Chief Financial Officer of Jackson State University.

Turner has a long history with JSU, where he earned his doctorate in Public Policy, Administration and Finance, as well as his bachelor’s in accounting. He received his master’s in accounting from the University of Southern Mississippi. In 1980, he became a certified public accountant. He’s also owner of Turner and Associates, Small Business Consulting, Audit, Accounting, Income Tax and Management Advisory Services.

Previous roles at JSU have included assistant professor of accounting (2005-2013) and vice president for fiscal affairs (1984-1989). From 1989 to 1993, he was director of JSU’s Small Business Development Center.

Turner holds memberships with various academic and professional organizations. Among these are the American Institute of Certified Public Accountants (AICPA); the Mississippi Society of Certified Public Accountants (MSCPA); and a charter member of the Mississippi Association of Black Certified Public Accountants. Formerly, he was a member of the Mississippi State Board of Public Accountancy (1985-1995).

His intellectual contributions involved topics on the “City of Jackson Strategic Public Policy Document,” “Fiscal Structures, Economic Development Policy and Economic Growth: An Empirical Analysis of Selected Counties in Mississippi” and “The Status of Black CPAs in Mississippi.”

His civic and community roles include the Hinds County Workforce Development Board; a board member for the Central Mississippi Health Services Inc.; and chair of the Mayor’s Transition Task Force and Audit Committee.
