Mission and Goals

The Mission of the University Health Center at Jackson State University is the provision of high quality medical care to promote an optimal state of health, to stimulate better health awareness, and to carry out education of high standards of therapeutic and preventive care.  As part of an Institution of Higher Learning, the University Health Center participates in the educational process by increasing knowledge and supporting positive health behaviors to promote health and prevent disease.  The University Health Center recognizes and supports the World Health Organization’s definition of health as “A state of complete physical, mental and social well being, and not merely the absence of disease and infirmity.”

  1. Assure that facilities and personnel and adequate and appropriate to carry out the mission.
  2. Adopt policies and procedures necessary for the orderly development and management of the University Health Center.
  3. Assures that the quality of care is evaluated and that identified problems are appropriately addressed.
  4. Develop a primary health care service for the Jackson State University community, which will be available on the campus.
  5. Improve the well-being and productivity of the Jackson State University community by reducing the need to seek health care off campus.  Reduce delays in assessment and treatment of illness.
  6. Establish a system of financial management and accountability.
  7. Lower the cost of health insurance premiums.
  8. Operate the organization without limitations because of race, creed, sex or national origin.
  9. Assure that all marketing and advertisements, concerning the University Health Center does not imply that it provides care of services that it is not capable of providing.
  10. Maintain effective communication throughout the University.

Rights and Responsibilities of Patients

The University Health Center recognizes the basic human rights of patients, and encourages patients to assume responsibility for their own welfare.  Our services include:

  1. Patients are treated with respect, consideration and dignity.
  2. Patients are provided appropriate privacy, including protection from access to their confidential information by faculty, and staff who are not responsible for direct health care, and by other students working in the Health Center.
  3. Patient disclosures and records are treated confidentially.  Patients are given the authority to approve or refuse their release in compliance with applicable state and federal laws.
  4. Patients are provided, to the degree known, information concerning their diagnosis, treatment, and prognosis.  When concern for a patient’s health makes it inadvisable to give such information, it is provided to a person designated by the patient or to a legally authorized person.
  5. Patients are given the opportunity to participate in decisions involving their health care, whenever possible.
  6. Information is available to patients and staff concerning:
  7. Policy on the rights and responsibilities of patients.
  8. Eligibility of patients for services, defining services covered by prepaid fees and those requiring added fees.
  9. Services available at the Health Center and how to use them.
  10. Provisions for after-hours and emergency care and how to use them appropriately.
  11. Conduct and responsibilities of patients including the consequences of refusing treatment or not complying with therapy.
  12. Payment policies and fees for services.
  13. Patient rights to refuse to participate in experimental research.
  14. Methods for expressing grievances and suggestions to the Health Center.
  15. Policy on treatment of an un-emancipated minor not accompanied by an adult, consistent with applicable federal and state regulations.
  16. Patients have a right to competent, humane treatment, with appropriate respect for their opinions and beliefs in the process of receiving health care.
  17. Patients are informed by their right to change primary or specialty health care providers, if other qualified health care providers are available.
  18. Patients have the right NOT to be misled by marketing or advertising regarding the competence and capabilities of the Health Center.
  19. Patients are responsible to give the health care provider complete and full information on their health status; and to cooperate in treatment planning and follow-up.  Responsibilities include asking sufficient questions of the providers, making use of available information and education concerning their own health, and showing respect for the health care personnel.
  20. Patients are responsible to use identified methods of expressing grievances and suggestions whenever indicated, rather than remaining silent, in order to assist the Health Center in improving the quality of health care and education services.

YOU HAVE THE RIGHT:

    1. To receive considerate and respectful care at the SHC.
    2. To receive an explanation of our diagnosis, treatment, and prognosis in terms you can understand.
    3. To receive the necessary information to participate in decisions about your care and to give your informed consent before any diagnostic or therapeutic procedure is preformed.
    4. To refuse treatment, except as prohibited by law, and be informed of the consequences of making this decision.
    5. To expect that you are personal privacy will be respected by all staff at the SHC.
    6. To expect that your medical records will be kept confidential and will be released only with you written consent, or in cases of medical emergencies, or in response to court-ordered subpoenas.  (Confidentiality can be violated if the individual poses a significant threat of harm to self or to others.)
    7. To know the names and positions of people involved in you care by official nametag and/or personal introduction.
    8. To full explanation of any research or experimental procedure proposed for treatment and the opportunity to give your informed consent before any procedure will begin.
    9. To ask and receive an explanation of any charges that may be made by the SHC, even though they may be covered by insurance.
    10. To obtain another medical opinion prior to any procedure.

To review any medical records created and maintained by the SHC regarding your care and treatment.

 

COMPLAINTS AND GRIEVANCES

It is important that clients be able to voice their suggestions, complaints and grievances to appropriate levels of authority to insure a satisfactory response.  It shall be the policy of the University Health Center that:

  1. Complaints and suggestions shall be taken seriously.
  2. Every effort shall be made to listen carefully to the complaints of clients.
  3. Clients shall be informed of the results of any suggestions or complaints, which they bring forward.

PROCEDURE:
The SHC shall prominently display a notice, which contains the name of the SHC director.
This notice shall also invite clients to make suggestions, recommendations or complaints to the appropriate persons.  If a satisfactory resolution has not bee achieved, the client is invited to contact the individual next in the line of authority.
The notice shall be prepared by the Director of the SHC and distributed in the appropriate person.  The notice shall be updated when information changes.
