In August 1985, Jackson State University entered into an agreement with the Mississippi Department of Transportation to establish a transportation Technology Transfer Center under the Federal Highway Administration’s Local Technical Assistance Programs (LTAP). LTAP
is a direct, hands-on method for moving innovative transportation technologies out of the lab, off the shelf, and into the hands of the people who maintain our local streets and roads. There are four focus areas in the LTAP that coincide with national transportation
priorities: Safety, Workforce Development, Infrastructure Management and Organizational Excellence. The Mississippi LTAP targets service delivery to non-profits, local governments, state and private agencies.

To foster a safe, efficient, and environmentally sound surface transportation system by improving skills and increasing knowledge of the transportation workforce and decision makers.
Vision
We will improve the quality and safety of the surface transportation system through interactive relationships and information exchange. We will be driven by these relationships and known for our ability to enrich the knowledge base of our stakeholders.
