MCT2 BACKGROUND

In August 1985, Jackson State University entered into an agreement with the State Highway Department/Mississippi Department of Transportation to establish a transportation Technology Transfer Center under the Federal Highway Administration's Rural Technical Assistance Program (RTAP). The main purpose of technology transfer centers is to provide a comprehensive array of technical assistance, training programs, and management services to local governmental jurisdictions and agencies primarily involved in roads, bridges, highway maintenance, traffic safety, and related transportation functions. Today, there are 57 Centers covering each state, Puerto Rico, and six Indian territories. Additionally, the RTAP focus has been expanded to serve urban communities and has been renamed the Local Technical Assistance Program (LTAP).

Vision

The vision for LTAP is to improve the quality and safety of the surface transportation system through interactive relationships and information exchange. LTAP program activities will be driven by these relationships and known for our ability to enrich the knowledge base of our stakeholders.

Mission

The LTAP mission is to foster a safe, efficient, and environmentally sound surface transportation system by improving skills and increasing knowledge of the transportation workforce and decision makers.
