General Cain is a 1971 graduate of the Tiger Battalion, commissioning as a Second Lieutenant with a Bachelor’s of Science degree In Chemistry. His military schools Attended schooling includes: the Chemical Officer Basic And Advanced Courses, the United States Army Command and General Staff College, and The United States Army War College. He attained the rank of Brigadier General in 1998.

General Cain’s assignments include: Commander of the Headquarters and Headquarters Company, Rocky Mountain Arsenal, Denver, Colorado; Chief, Human Relations Division, 6th Region, United States Army Air Defense Command, Fort Baker, California; Assistant Operations Officer, Directorate Of Plans, Training And Security, Presidio Of San Francisco, California; Equipment Maintenance Platoon Leader, 588th Maintenance Company, United States Army Europe and 7th Army, Germany; Commander, 588th Maintenance Company, United States Army Europe and 7th Army, Germany; Chemical Officer, 2nd Brigade, 8th Infantry Division (Mechanized), United States Army Europe and 7th Army, Germany; Chemical Officer, 2nd Brigade,1st Cavalry Division, Fort Hood, Texas; Chief, Human Resources Division, G-1 (Personnel), 1st Cavalry Division, Fort Hood, Texas; Aide-de-Camp to the Deputy Commanding General, 5th United States Army, Fort Sam Houston, Texas; Chemical Branch Advisor, United States Army Readiness and Mobilization Region VII, 5th United States Army, Fort Sill, Oklahoma; Executive Officer, 2nd Chemical Battalion, III Corps, Fort Hood, Texas; Operations Officer, 13th Corps Support Command, III Corps, Fort Hood, Texas; Chemical Officer, 1st Cavalry Division, Fort Hood, Texas; Political-Military Affairs Officer, Office of the Secretary Of State, Washington, DC; Commander, 23d Chemical Battalion, 8th United States Army, Korea; Deputy Commander, United States Army Chemical Materiel Destruction Agency, Aberdeen Proving Ground, Maryland; Commander, United States Army Chemical Activity Pacific, United States Army Pacific, Johnston Island; Chemical Officer, III Corps, Fort Hood, Texas; and Joint Program Manager, Biological Defense, Falls Church, Virginia.

General Cain’s awards and decorations include: two Legions of Merit, Defense Meritorious Service Medal, five Meritorious Service Medals, the Army Commendation Medal, the Army Achievement Medal, the Air Assault Badge, and the Office of the Secretary Of Defense Identification Badge.

General Cain retired on 20 June 2000.
