Hilliard L Lackey currently serves as Associate Professor of Urban Higher Education and Lifelong Learning for Jackson State University.  He served as president of the Jackson State University National Alumni Association 2004-2010.

He earned degrees (B.A., History and Political Science, MS.Ed. in Educational Administration and Supervision, and the Ed.S. in Educational Administration) from Jackson State University. He earned a PhD in Higher Education from the University of Mississippi. He has been an administrator/professor at JSU since April 1, 1967.

Dr. Lackey currently serves  as President of the Hinds County Economic Development Authority,  President of the Mule Train Historical Society in Marks, Mississippi and Chairman of the Local Spiritual Assembly of the Baha’i Faith.  

On Saturday mornings he teaches and mentors boys and girls in the Central United Methodist Church Family Life Center next door on Farish Street. He is also serving right now as lead teacher for the Jackson Police Department Junior Police Academy June 13-June 25. He is a Chaplain with the Jackson Police Department and Hinds County Sheriff Department. 

He is married to his childhood sweetheart Mrs. Lillian Troupe Lackey a retired Jackson Public Schools teacher and former member of Farish Street Baptist Church. They have four adult children and five grandchildren.
