Dr. Albert Carter is a native of Greenville, Mississippi. He earned his bachelor’s degree in English from Tougaloo College and began his career in education as a teacher with Jackson Public Schools. While teaching, he completed a master’s degree in Education at Mississippi College.

Following his service in Jackson Public Schools, Dr. Carter joined the Mississippi Department of Education (MDE), where he worked across several offices, including Mississippi Virtual Public School, Teacher Recruitment, Student Assessment, and Educator Preparation. During his tenure at MDE, he partnered with the U.S. Department of Education and Partners for Each and Every Child to facilitate the state’s first Equity Lab—a collaborative convening of educators and stakeholders focused on identifying and addressing educational inequities across Mississippi. He also co-authored the State Equity Plan and served on the Teaching and Leading Solutions Group, which partnered with Mississippi’s institutions of higher learning to advance equity, student achievement, and assessment practices.

Dr. Carter currently serves as Chair and Professor of Educational Leadership at Jackson State University. In this role, he provides departmental leadership, teaches graduate courses, coordinates the online master’s and specialist programs, advises graduate students, directed the Administrators Leadership Academy, and serves on the board of the Mississippi Educational Leadership Faculty Association (MELA). He earned his Ph.D. in Educational Administration and Supervision from The University of Southern Mississippi in 2014.
