Salary: GS 9 – $51,938.00 – $67,515.00      GS 11 – $62,839.00 – $81,696.00 (Locality)

 Mission Statement:

Major Duties:

GS 9:

  • Applies reconciliation techniques toward budgets comprised of multiple funding appropriations and ensures monies are utilized in a manner consistent with congressional intent and the FBI’s mission
  • Monitors and analyzes expenditure activity; recommends solutions to management regarding account discrepancies; and/or performs various audits of program budget accounts.
  • Responsible for a range of procedures pertaining to the classification, reconciliation, recording, and reporting of accounting data to ensure appropriated funds are executed in compliance with rules and regulations governing financial transactions for both investigative and administrative operations.
  • Establishes and maintains effective internal controls over financial reporting methods which include safeguarding of assets and complying with appropriate laws and regulations.

GS 11: (In addition to above)

  • Performs a variety of financial management work to include accounting, budget, and financial reporting.
  • Performs various budget analysis activities, using efficient and effective methods to reconcile accounts and formulate costing.  Formulate strategies regarding the interpretation of Office of Management and Budget (OMB) directives and circulars; extracts financial data from various reports.
  • Prepares monthly reconciliations of revolving confidential advances and program specific funding.

Specialized Experience (SE):

GS9: Applicant must possess at least one (1) year of specialized experience equivalent to the GS7 grade level. SE is defined as follows:

  • Analyzing and evaluating changes which may impact program plans and its financial goals and objectives.
  • Utilizing qualitative and quantitative data in financial reporting methods, techniques, and strategies.

GS11: Applicant must possess at least one (1) year of specialized experience equivalent to the GS9- grade level. SE is defined as follows:

  • Experience of a wide range of FBI, Department of Justice, and OMB financial management theories, practices, and techniques sufficient to develop and evaluate the effectiveness of a variety of complex assignments.
  • Knowledge of the FBI’s organizational structure to ensure efficient and effective operational and administrative requirements are met while adhering to federal government rules and regulations.
  • Independently identify and resolve issues while making recommendations to management on various complex financial assignments.

Education

All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:

GS-9: Applicant must have a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

  • The FBI is in the Executive Branch of the federal government. It is one of the components of the Department of Justice (DOJ). The FBI is the principle investigative arm of the DOJ. All FBI positions are in the excepted service.
