FY25 REQUEST

Priority 1

Project: Sustainability and Infrastructure Project (Water) Estimated Budget: $28,375,000.00

Descriptions: The Campus Sustainability and Infrastructure Improvements project will incorporate alternative water sources to mission critical campus facilities (it will also include upgrades to related plumbing, mechanical, electrical equipment, and utility service modifications with drainage improvements).

 

Justification: The City of Jackson, as with older municipalities, had infrastructure installed before 1950. Over the past decade, Jackson State University has experienced rapid growth in enrollment and capital projects. This growth has increased the demand on the aging infrastructure, which needs replacement as the university grows. Redundancy in utilities and life services is needed to mitigate primary system failures and to ensure students, faculty, and staff living, learning, and working environments are stable.

Priority 2

Project: McAllister Whiteside Renovations Amount Requested: $20,089,500.00

Description: This project will consist of a complete redesign and renovation of the facility, transforming the traditional housing design to a more modern suite style. Critical mechanical, electrical, and utility services and equipment will also be modified and/or repaired.

 

Justification: McAllister Whiteside, a four-story residential facility built in 1982, houses female students with a current 487-bed count. Due to mechanical and infrastructure failures, the building went off line in Fall 2021. Major renovations are needed to accommodate student capacity needs, including redesigning the facility from a traditional style to suite style.

Priority 3

Project: New Residence Hall Estimated Budget: $68,100,000.00

Descriptions: This construction project will design and build a 600-bed, suite-style, residential hall to help house our increasing on-campus student population.

Justification: This new, state-of-the-art, residential hall will help to increase our ability to attract and house more of the best students in this country and worldwide.

Priority 4

Project: Campus Safety Project Amount Requested: $13,920,775.00

Description: This project will focus on developing and implementing physical and life safety improvements to protect students, faculty, and staff. The six major areas of enhancements include campus-wide upgrades to emergency phone towers, outdoor lighting, additional camera installations, access controls, safety equipment, and securing campus access points.

 

Justification: Like many colleges and universities, especially in urban settings, inherent safety concerns exist. Campus administrators must be proactive in implementing safety measures and initiatives. Internal and external conditions continue to evolve, and leaders must prepare and be ready to manage ever- changing new norms. Institutions that do not prepare face major risks of reputational damage, enrollment and financial losses, as well as legal liability.

Priority 5

Project: Rose E. McCoy Renovations Amount Requested: $5,675,000.00

Description: The Rose E. McCoy Auditorium (Office/Classrooms 41, 175 GSF) Repair/Renovation project includes providing a new roof and adequate instructional space for faculty, administrative staff and students. The project will also consist of adding and modifying existing walls (replacing the wallpaper and painting), flooring, ceilings, mechanical HVAC, electrical service and communications/data services to restore the original condition of this building.

 

Justification: Constructed in 1950, the Rose E. McCoy Auditorium, formerly University Park Auditorium, has been an events and social gathering landmark in West Jackson for more than 60 years. As one of the primary facilities used by visitors and located at the main campus intersection, JSU would like to enhance the exterior and interior of the facility as a complement to other campus buildings.
