Sloan D. Cargill
Vice President for Institutional Advancement and External Affairs, and Executive Director for the Development Foundation
Sloan D. Cargill serves as the Vice President for Institutional Advancement and External Affairs, and Executive Director for the Development Foundation at Jackson State University, where she leads the institution’s fundraising, alumni and community relations, and strategic partnership initiatives. She brings extensive experience in institutional advancement, alumni engagement and philanthropy. Sloan has been with
the university since February of this year. Her innovative approach to philanthropy and commitment to building meaningful connections align perfectly with Jackson State University’s mission, and will help advance institutional growth and expand alumni engagement while securing vital resources for transformative initiatives.
Sloan comes to JSU from Howard University. While at Howard, she served as the Director of Annual Giving. During her time at Howard, Sloan implemented strategies that drove an 81% increase in annual giving revenue, raising over $30 million during her last three years. She also launched the Impact Howard Funds, a unified brand of 21 unrestricted giving opportunities, and spearheaded the acquisition of GiveCampus, a
premier fundraising platform that improved donor engagement. Her leadership also resulted in a 26% increase in undergraduate donors and a 28% increase in overall alumni donors.
Cargill’s professional achievements include revitalizing the Engineering for Professionals Advisory Board at Johns Hopkins University and launching the inaugural Day-of-Giving campaign at John Carroll University, which raised over $250,000 in just 36 hours. Her efforts consistently strengthened donor participation and alumni engagement.
In Sloan’s current role, she oversees a dynamic team focused on securing funding for scholarships, faculty research, and critical infrastructure, while also fostering long-term relationships with alumni, friends, community, and corporate partners. Her work not only ensures financial sustainability for the institution but also enhances its reputation as a leader in education and research.
A graduate of Colby College, Cargill earned a Bachelor of Arts in sociology with a minor in women, gender and sexuality studies. She studied abroad in Copenhagen, Denmark and St. Petersburg, Russia. She is a member of the Association of Fundraising Professionals and serves on the Young Women’s Advisory Board at TOUCH, The Black Breast Cancer Alliance, as well as the Alumnae Council at Hathaway Brown School.
Outside of her professional responsibilities, Sloan is passionate about mentoring young professionals in the advancement field and is a regular at industry conferences. She enjoys traveling, art, and volunteering for women’s health initiatives.
