At One Voice, we are excited to announce we are advancing our work in public policy. To expand our work, we are looking to fill two new positions: Policy Analyst and State Policy Fellow. The ideal candidate for both positions has excellent written communication skills, an interest in public policy, and a dedication to working with marginalized communities. The
Policy Analyst will work with the organization’s Senior Policy Analyst and an established team of advocates to promote a data-driven approach to political and civic advocacy through policy research and analysis. The Analyst will help to support research and data analysis around One Voice’s core programmatic areas to inform and influence policymakers, nonprofit leaders, community leaders, and others who can make a systemic change at the local and state level.The deadline to apply is January 31, 2023.
The State Policy Fellowship program, sponsored by the Center on Budget and Policy Priorities, is a two-year research-oriented fellowship dedicated to making change through careful research, thoughtful advocacy, and strong partnerships in a state policy context. The deadline to apply is February 28, 2023.

The JSU 2022 Fall Commencement was held on December 9, 2022. Dept. of Public Policy & Administration has produced five new Ph. Ds and one new MPPA degree holder.
The new Ph.D. holders are as follows:
Dr. Carolyn L.S. Dupre (Dissertation title: A descriptive analysis of selected HBCUs and their use of public/private partnerships in addressing capital improvement; Advisor: Professor Johnny Gilleylen).
Dr. Diane W. Gadley (Dissertation title: The impact of the patient protection and affordable care act on diabetic mortality among people of color: A comparative analysis of Mississippi and Louisiana; Advisor: Professor Johnny Gilleylen)
Dr. Rachel V. Granderson (Dissertation title: A case study approach: the impact of the COVID-19 pandemic on the career satisfaction and motivation of employees at non-profit organizations; Advisor: Professor Ester W. Stokes)
Dr. Oni M. Omeregie (Dissertation title: The effects of minimum wages on the factors affecting economic development; Advisor: Professor Gloria Billingsley)
Dr. Cresandra L. Washington (Dissertation topic: The Impact of the 2002 Ayers settlement on the mission and relevance of select HBCUs in Mississippi; Advisor: Professor Johnny Gilleylen).
In addition, Ms. Teanna I. Howard has obtained her MPPA (Master in Public Policy and Administration) degree.

Professor Gilleylen was recognized by the Mississippi Public Transit Association (MPTA) as a Public Transit Pioneer for research and service to the state of Mississippi at the Annual Meeting at the IP Casino and Resort Spa in Biloxi, MS, on November 16, 2022, at their annual meeting. He has worked with the state’s public transit providers, regional transportation coalitions throughout the state, and the Mississippi Department of Transportation since 2005.

This is the second award that he has received from MPTA. In 2013, he received their recognition as a “Friend of Transit Award “for Commitment, Dedication, and Outstanding Support of MPTA’s Efforts of Providing Regional, Sustainable Community Transportation for the Residents of Mississippi.”
He has conducted several public transit studies at the state, county, and local levels. His contributions include inventory and program evaluations and efficiency and needs assessments.
Those with access to personal transportation often take transportation for granted. But, many in our communities do not have the privilege of access. Access to transportation is critical for a decent quality of life. Public transit providers and MDOT work every day to meet this critical demand. He is happy to be a part of their efforts.

Faculty and students at the JSU Dept. of Public Policy and Administration delivered food to a couple of families in Jackson, Mississippi, on Nov. 19, 2022.
The outreach event was coordinated by the PPAD Seminar in Executive Leadership class (Instructor: Andre Hines).

Princeton University-HBCU partnerships launch its first research project.
Princeton University has announced ten research projects which will collaborate with HBCUs across the nation.
Professors Gloria Billingsley and Chester Robinson at the Dept. of Public policy and Administration have joined the research opportunity.
With Professor Kathryn Edln at Princeton, they will work on a research project titled ‘the shifting safety net: the role of disability insurance programs in household budgets, dynamics, and the broader community.’

Dr. Jason Pope, who obtained his Ph.D. from the JSU Dept. of Public Policy & Administration in 2017, is now the Director of the State Energy Office at the Mississippi Development Authority.

As an event of the homecoming week, JSU has organized an online research symposium (
JSU Research Engagement Week) for the faculty, staff, and students from Oct 24 to Oct 28.
Ms. Tia Grisham (MPPA student) and Associate Professor Jae-Young Ko gave presentations on their research for the event on October 25, 2022.
Ms. Grisham’s research is on the challenges Native American students experience in colleges and universities, and she suggests Partnerships with host universities to boost retention and completion rates among Native American Students.(title: ‘An examination of the current post-secondary education transition of American Indian and Tribal scholarship program)
Professor Ko’s research examines different levels of commitment among the Southeastern States. (title:’ An examination of state environmental policy for climate change on the coastal Southeastern States.’)

Ms. Cresandra Washington defended her doctoral dissertation (title: The Impact of the 1992 Ayers v. Settlement on the Mission and Relevance of Historically Black Colleges and Universities in Mississippi) on October 24, 2022.
The $500 million settlement in 2002 has caused significant impacts on public HBCUs in Mississippi. She analyzed the impacts on student enrollment trends, capacity, ethnic composition, and the school budget for the Public HBCUs in Mississippi (Jackson State University, Alcorn State University, and Mississippi Valley State University).
Professor Johnny Gyllenlen served as the committee chair and the dissertation advisor. Professors Jae-Young Ko, Chester Robinson, Ester Stokes, and Dr. Jackie Williams (external member) served as the committee members.
